Visit Medicare.gov/care-compare.  Select "Doctors & clinicians," and enter your location. You can also search by specialty, like general practice or internal medicine. Review details about the doctors you're interested in, like their contact information, practice locations, hospital affiliation, or if they offer telehealth services. The State Health Insurance Assistance Program (SHIP), though some states give it a different name (such as SHINE in Florida or SHIBA in Idaho) is made up of a network of trained volunteers who provide 1-on-1 counseling about Medicare benefits. The program isn’t connected to insurance companies or health plans, so the advice you receive is free and unbiased. No one will try to sell you something or bombard you with annoying calls. Plus, any Medicare beneficiary can utilize the program because there aren’t any income limits or restrictions. To get started, call your state’s SHIP information line (click “SHIP locator” on the organization’s home page for a list of each state’s phone number). You’ll get connected to a SHIP volunteer who can help you compare plans, answer your questions and even help you enroll in a Medicare Savings Program if you qualify.


The MSPs help millions of Americans access high-quality health care at a reduced cost, yet only about half of eligible people are enrolled. The MSPs help pay Medicare premiums and may also pay Medicare deductibles, coinsurance, and copayments for those who meet the conditions of eligibility. Enrolling in an MSP offers relief from these Medicare costs, allowing people to spend that money on other vital needs, including food, housing, or transportation. "Choosing the right Medicare plan. About one in three Medicare beneficiaries use an insurance agent or broker to choose a Medicare plan. If you’re among them, you should be aware of a key conflict of interest. Commonwealth Fund conducted focus groups with brokers and found most are paid more—and sometimes a lot more—to enroll folks in a Medicare Advantage plan, rather than a Medigap plan that supplements traditional Medicare. The brokers in the focus group also said most Medicare Part D drug plans don’t offer commissions and, among those that do, it isn’t much money. Brokers don’t receive any money for enrolling someone in traditional Medicare. It was also revealed that the commission structure on Medigap plans encourages agents and brokers to sell high-premium plans, such as plans G and F, that cover most of the costs that aren’t paid by traditional Medicare. Plans like K and L, with lower premiums but also limits on out-of-pocket expenses, might be more appropriate for someone on a shoestring budget—but these plans also tend to pay smaller commissions to insurance brokers and agents. 1. You may be able to offer video conferencing as a way for residents and caregivers to meet with facility staff to discuss billing problems, decision-making issues, and other financial red flags. A video call can allow caregivers to pick up on nonverbal cues that may be lost during a phone call.

2. You might host a webinar or write a newsletter article for residents and caregivers about how to recognize and report elder financial exploitation. Consumers can access to nursing home information online. The federal site, Nursing home Compare, is the most complete national resource offering summarized information from inspections performed by state agencies, as well as date the nursing homes must compile and submit to regulators about residents. The site which is updated monthly has also information about the facilities sprinklers system, if the home provides vaccination, pain management, pressure sores and use of physical restraints. Go to www.medicare.gov and click on Compare Nursing Homes.  Other websites who analyze the federal data and brings up the information differently are www.memberofthefamily.net, a free site that offers color coded ratings based on the federal nursing home data.  www.healthgrades.com charges for its reports and the information goes back longer that the federal site and is summarized in an easy to understand form.   www.consumerreports.org recommends facilities to chose or avoid. Just click on the health tab, then scroll down to special reports.   Some state governments also offer nursing home information sites. States have ombudsmen who deal with nursing home issues. The NCCNHR , a nursing home consumer group, maintains a site listing contact information for the ombudsmen. Program for All-inclusive Care (PACE) for the Elderly in Massachusetts

MassHealth provides many different resources for individuals in the Commonwealth. One of these is the Program of All-inclusive Care for the Elderly (PACE), which is co-administered by Medicare. PACE is a service that provides a variety of medical, social, recreational, and wellness services for eligible participants.

PACE is modeled on the idea that most elders, the disabled and their families would choose to receive care in their homes as opposed to a nursing home or facility if they were given the choice to do so.

Individuals do not need to be enrolled in MassHealth to enroll in PACE, however MassHealth membership may pay for PACE premiums. PACE has Medicare Part-D prescription drug coverage, an Interdisciplinary Team of caregivers, and covers preventative care. An individual must meet certain criteria in order to be eligible, such as being 55 or older or being certified by the state as eligible for nursing home care.
